About The Site
The proposed development site comprises an area of land within the existing Laneside development in Morley. Centrally located within the wider development, the site was originally identified as land reserved for a potential school subject to an assessment of need by Leeds City Council.
The site is surrounded by residential properties and associated estate roads, with the wider development’s central area of open space adjoining its western boundary. The wider development benefits from an established network of internal roads, footways and pedestrian connections, providing access between the existing residential properties and the surrounding area. The site is located within an established residential area and benefits from its proximity to the facilities and services available in Morley.
A range of shops, schools, healthcare facilities, community facilities and employment opportunities are available within the town and surrounding area. The local area is served by existing public transport connections, with bus services providing connections to Morley and Leeds.
Morley railway station is also located within the wider area, providing rail services to Leeds and other destinations. The site is well connected by the existing pedestrian and cycle network, with routes through the Laneside development providing connections to neighbouring residential areas and local facilities.

Planning Context
The proposed development forms part of the wider Laneside development in Morley, which benefits from outline planning permission for up to 550 homes. 450 homes are now being built out by Persimmon Homes following a reserved matters approval in 2021, with over 180 homes now occupied.
The subject site was originally reserved for a potential school as part of the aforementioned planning permissions. However, following a comprehensive review of local education needs, Leeds City Council has confirmed that the land is no longer required for this purpose. The land can therefore now be considered for an alternative use. The proposals would provide 50 additional homes, bringing the total number of homes across Laneside to 500. This remains within the 550-home capacity established by the original outline permission, which was supported by technical and environmental assessments based on up to 550 homes across the wider site.
This proposal provides an opportunity to deliver additional homes in Leeds while making efficient use of the existing infrastructure, connections and community being established at Laneside, without releasing land from the Green Belt. This is also consistent with the Government’s continued focus on increasing housing delivery. Leeds has a significant need for new homes and is planning for substantial growth in the emerging Local Plan.
